I have to agree with amaradangeli; Sam didn't love Jack more than he loved her.
The reason for his behavior - which is quite obvious in my opinion - is that she didn't believe him at the time and, like all his friends, ignored him and/or turned her back on him when all he did was caution others to not blindly accept a treaty with the Aschen. That, coming from the woman you love and who claims/claimed to love you (or whatever she said during the zatarc test), has got to hurt like hell.
And we already know (Children of the Gods,A Matter of Time) how unforgiving Jack is...
