1.We're talking about technology wise, not evolutionally and as far as we know ascension doesn't exist in the doctor who universe.
2. I said LITTLE gadgets lol.
That's a question of personal preference hence debatable.

Ascension is just another form of existance and since both races have at least the power of a galaxy to play with, or in the Timelords' case the entire universe and perhaps even the multiverse, they are both type IV civilizations on the Kardashev scale and thus are equals in power.

The screwdriver was made by humans in the 51st century, the Doctor just got it there. Start comparing real Timelord technology:
I wouldn't say that Atlantis can even be compared to the Tardis, how the Dakara weapon can be compared to a weapon that can complete remove someone from all timelines, how Ancient transporters can be compared to transmat technology, etc...

in terms of stargate? a Goa'uld in a wraith..more specific Ba'al in a wraith
sylar would be brilliant, he would use his powers and act as a god
fighting a prior would handle tricky for him but if he does manage to win i dont think he could get his brain though since it workd differently to the characters in heroes
wouldnt the perfect villain be an ascended baal? i mean his character with ascended powers. perhaps 8 galaxies worshipping him would give him even more power and then you have the perfect undefeatable villain. wait. i was wrong. remake the ori collective filled in with baal clones
An Ancient who was an Ori Spy who developed the replicators as his way to get revenge on humanity for not worshiping Origin. However he lost control of them and gave up them knowing it would take time to make a controllable version. So when his time was done instead of ascending he decided to stay in stasis waiting for his time to strike again but at the same time went into a virtual world as to develop his new and improved replicators. Now he awakes ready to strike again.
So he finds the Jaffa struggling and he uses his Ancient/Ori unascended abilities to become their new god while he builds an army of controllable replicators. Then he starts to take over different areas of the Milky Way before Earth has a chance to find about him
How does that sound?
