I would love to participate in handing out reputation points but you can't if you don't have enough of your own.
I would be interested to know what levels can achieve what?
i.e.
Reach 15 and you can give out reputation.
Reach 50 and you can give out red cards
Reach 1000 and your reputation giving power is truly immense.
