You know what it is? Authors like that take the quotes they feel make their point for them. It's not a very balanced perspective sometimes.
But Amanda's not anti-Sam/Jack. She's anti-Sam/Weakness. And she can sound a bit mercurial when she's quoted in books and articles sometimes. I really think it's just the way the authors there are getting their own points across.
The fact is, Amanda and Rick as actors have incredible chemistry on-screen (and off!). When you cast for a long-term drama, you can't ask for better than that, and neither one of them would ever disparage the 'shipper' sect of their fans, because they know--they're the ones who made the whole thing happen in the first place.
I found a great post by a German fan right here on these boards. He tirelessly transcribed from the REGION 2 (SEASON EIGHT DVD) AUDIO COMMENTARY -- including some "PTB" POV. Some of it even highlights the chemistry between Amanda and Richard, which translated into Sam and Jack over the years. The original post is here:

GJ: "I DON'T think so."
PDL: "Well, then you explain it(!)"
GJ: "Oh, because you know I'm doing a good job, but she does it
BETTER. But she's not gonna be..."
PDL: "I never thought of her that way. Because I always thought, you
know, no-one was better opening the iris than you."

back in time several times over trying to make the timeline right? And
he finally finally finally gets it right, and he's eating diner with
his family, and they all have forked, snake-like tongues? And he goes,
'Close enough', because he can't get back anymore. It'd just kill him,
right? 'Close enough', the fish in the pond, there's not supposed to
be any fish in this pond. 'Didn't you say there were no fish in this
pond?' - 'Close enough.' Inspired by the Simpsons episode. Close
enough. And even though there's fish in this pond, there's something a
miss."
GJ: "Right."
PDL: "With the timeline, if there are in fact fish in this pond. But
he's close enough because of the Simpsons homage. This is the same
pullback from Threads, without the cut-aways with the fish in the
pond. If this had been this last episode that Richard or the show or
whatever, that would have been their riding off into the sunset moment
right there. He finally gets Carter to go fishing with him, which a lot of the fans have been waiting for for many many years."
GJ: "I'm curious what my very final shot is gonna be."
PDL: "I think your final shot will probably be on a space ship with a
harem of beautiful exotic alien women, who're all green."
GJ: "Oh, and I'm just reaching out and clicking off the intercom ."
PDL: "Yes."
GJ: "My final reach and grab."
PDL: "Got to. And for those of you who don't know about reach and
grab, watch Gary. He's the master."
Smile Sally! It's just some author using quotes she gleaned from Amanda to establish her own point of view. It's not Amanda making any statements about Sam and Jack at all. Truly.
