This is an AU and doesn't follow the Bori story line. I invent a new story arc which gives Vala the title of Peacekeeper.
In this arc Jack is still running the SGC, Janet Fraiser is alive and so is Jacob. I will need the characters in the story--along with the Asgard.
The story arc is actually a political game that starts after Vala accidently discovers the hidden city of Thule. The city was used by the 4 great races as a mutual meeting point to do business which evolved into a senate. She activates the main computer which dictates that Vala is the "Peacekeeper" of governor of the city and her job is that she's supposed to make sure everything that happens in the city is legal.
Naturally Vala has the reputation of stealing and no one trust her with the key to the city.
