We could convert all of Tasmania or Hawaii into one giant city. Of course they'd have to denounce their attachments to Australia and America respectively, which now I think about it I am not sure Hawaii can do that, and become their own city state.

As for your additional comments on the UN and EU, that is precisely why I do not ever want to see a one-world government come into existence. It will either be run by incompetant fools or by people who want to rule the world through politics and economics. If you want world peace... too bad.
I personally think one world government would not be a bad thing, never gonna happen but I think realistically with communications an travel times becoming ever shorter it the only way to go.
I how ever think the current instituitions an how they are structured in in major reforms.
The EU needs to actually focus on getting its accounts signed of by accountants once a while. The UN need to abolished the 5 members security council an veto powers, which have not been use wisely by anyone.
I can only comment on Britain, an I can tell local government here is uesless, spend at least 3 forms, 40 emails, 10 phones, 3 hoursin the office to sort out council tax bill, had a similiar problem with income tax, which I underpaid took a five minutes phone , an it was sorted, an from what I have seen local government tend to focus on winning the elections rather governing,, central government is less so an so they get more things done an I tend not have to wait for as long to get things done with central government either. That is my experience with the two different kinds of government in the UK, one useless, an one reasonable able an descent.

The capitol of the world would depend on who the leading superpower of the planet was when aliens came a'knocking. Also, I think it would depend on how we chose to characterize ourselves as a planet (cultural, militaristic, diplomatic).
If we were a cultural planet, I believe the capitol would be located somewhere with a great deal of Romantic history, such as Paris or Rome. Probably Italy, since it was once the seat of the Roman Empire, and all the culture it boasted.
If we were militaristic, at this point I'd say it would be in the USA, since we are currently huge advocators of warfare.
If we were diplomatic, I'd say it would have to somewhere like Sweden or New York, where the UN is situated.
If we chose to a port planet, I think our capital would be in China somewhere. Don't ask me why. That's just what my mind jumps to when I think commercialism and port city.

Geneva was the seat of goverment in Babylon 5. For those countries that were members of the Earth Alliance. So Geneva has my vote.

Oooh... Novus is good. It would definitely have to be Latin-based, I think. But it may also depend on how the world united in the first place. If it was out of necessity, it might have to be something corny like "Haven" or "Eden" or something.
