I use Photoshop, but I'm sure you can do the same in GIMP - desaturate the photo, then selectively color using blue or just use a blue filter or add a layer over the desaturated picture, fill with blue, and then set the layer blending mode to "color"
you can touch up the lighter areas with the dodge tool, darken areas with the burn tool
I was just trying out a few things - you don't have to desaturate first if you don't care to. Just do the fill layer with the color blend mode. Highlight with the dodge tool.
for this, I duplicated it, set to screen, then fill layer with blue 41bf49 set to color
