Whatever the law proscribes based on their actions. What you need to remember is that punishments come in "ranges", not absolute numbers. If The courts grab up a few protesters and slap the highest punishment they can legally apply to "set an example", you might just find it gives people a symbol to rally around. Charge them, find them guilty if you can and deal with them fairly and the people rioting are denied that symbol.

So 'go easy on them' in essence, so 'we don't stir the fires further.. That's what it sounds like you are advocating..
