My interpretation is that the black hole provides no power what so ever. What it does provide is time dilation. So, a very small amount of power is needed to open what would be a nanosecond connection between the gates, but because the black hole has dilated time so much on the sending gate's side, to the receiving gate hundreds of years could pass before that nanosecond is up. Now, how would you send ships through without having them also experience the dilation? Either they are immune to it (generating a counter dilation), or the effect is by sending the worm hole through the black hole so you distort the physics of the worm hole without distorting anything passing through (how gate time travel worked, in a way).
I just don't see how you can generate power from a black hole, unless it's talking about gravity related potential energy (magically), or you're sitting in the high powered radiation jet streams shooting out of a black hole's poles caused by the inward falling mass/light shedding angular momentum.

Also, as boyd22 mentioned, they could send a Jumper, but since there is the Time dialation difference and the fact that the Shuttle is to big, they could send a small package through by simply giving it a rocket boost and start it before beaming it right in front of the event horizon.
The Black hole got to deliver some power, otherwise that connection would be near to impossible. So the package should make it through before the connection breaks.
Altough before actually trying that, I would really suggest to learn how to disconnect a Gate in that state. I cant remember if they ever actually disconnected from a black hole connection. They disconnected the Pegasus Gate with ease when it came to the Ori, but in SG1 they needed to make the Wormhole Jump so another Planet is doomed.

I would think that you could send anything through the supergate that would fit through a normal stargate. If you tried to send a starship through the supergate to a normal-scale gate, I believe it would either A) enter the buffer and just stay there, since the recieving gate is not large enough to either recieve or reconstruct the matter in the buffer, or B) overload and destroy the recieving gate, for the same reasons. It's been established that the recieving gate will not reconstruct the matter in the buffer unless it can do so completely; a cylindrical coring of the starship would not exit the recieving gate.
If this is accurate, then if the supergate could dial Destiny, supplies could be sent through. Maybe even a jumper...
