I'm not sure about the end, when the bomb was sent to police station and RC have to open it. Did he already know that it's not going to explode and just pretend to scared or what? What I understand is he just try to attract the police's attentions from the real target, which is the newspaper. So his plan was completed, wasn't it?

As per my understanding he had sent two letter bombs, one to the police station and the other to the newspaper. The one to the policestation was found in time and disabled. When he was given the letter and was asked to open it, he could not know that it was disabled (although he could have guessed, no way they would give him the letter with the bomb in my opinion). So when he was going to open it, he really was thinking that it would explode. The mistake of the police was, that they thought he had sent only one letter bomb. So the explosion at the newspaper came completely unexpected to them, but not to Albi
