The DS9 crew had a jinx with almost all their location shoots, it was always blisteringly hot or torrential rain - the Cardassian outfits are made from neoprene - the stuff you make wetsuits out of and hellishly hot even in the studio, let alone in a sand pit in the California desert. For one episode (The Quickening) all the expensive and beautiful sets were ruined by a rainstorm.
The ground looks rather damp in this shot too.
