Technically Vala is the hottest , I find her more sexy .But its hard to answer if you look at other stuff , i mean Vala is hot , but Sam is gorgeous , and they both have A LOT of charm , and that's very important , so its hard to answer depends on how you see it.

It all comes down to geography really. Claudia is Australian, Amanda was born in England, so the Aussie girls win hands down there
In Stargate, Vala is an alien, Sam an American, so Vala gets the hot points there as well

As far as I can tell, there is no "true" or absolute answer to this question. Some people prefer either blondes or brunettes, aliens or Americans, scientists or thieves, soldiers or con artists, nice girls or bad girls... the list goes on and on. Both Sam and Vala were two attractive and very different female characters, and if you preferred one over the other that is your right as a fan.
