                It's a space colony, not a ship. (I assume). Usually they're meant to be thrown into orbit and serve as a sort of space station, although with artificial gravity and an atmosphere. Basically, it's like living in any town that we would on Earth, just you're out in the middle of space.

                            35km by 20km give you a conformable living area that also does not put all your eggs in one basket. Also building time, it would take almost 60 times longer to build a 2000km by 800km station compared to a 35km by 20km one so it would take that much longer to start putting it into use. Finally building material, the larger you build the more stress you put on the structure so it may only be practical to build up to a certain size.

                            Now if you have super-materials and nothing but time you could build orbitals, ring worlds and even dyson spheres.
