What is the Lucian Alliance/possible spoilers

Doubtful, they could have got them from anywhere...

But it was clearly Go'uld based technology and the Go'uld did not mass produce weapons that could lead to total war. Go'uld weapons were designed to give the enemy time for conversion and allow rival Go'uld some position within the conquering Go'uld's empire. Sniper rifles didn't fit the tactics that the Go'uld employed and if they were mass produced by the Go'uld, their heirarchy would be left leaderless.

So I still think it was modified Go'uld technology, possibly modified by the alien species associated with the Lucian alliance.

Well we saw one human bounty hunter in Deadmans Switch, Aris Bosch. He used advanced tech and delt with guaould and others. Where theres one theres more. The Guaould fall and theres a grab for resources and presto, Lucian Alliance. Now theres a movie idea, Aris Bosch and the Lucian alliance...

The galaxy is a big place the vacuum created by the mass death of Jaffa and Goa'uld would have attracted a lot of shady people. In my opinion the Lucian Alliance is a group of traders, bounty hunters, and mercenaries similar to Aris Boch. It doesn't have to be any more complicated than that.
