I don't think they would be? they havn't done it to any planets yet. They've just used them as shipyards for the war. I'm guessing if we go in the direction they came we'd find empty galaxies with planets that have shipyards on aswell. OHH WE SHOULD DO THAT, GET SOME DER'KAL SHIPS! hopefully.
