It's a free program called GIMP. I used to work with Corel Photopaint but I lost it when my computer crashed last year...

Well, there's always this site
http://www.gimp.org/tutorials/
...but I haven't combed it for transparency effects. You might find something good there. I could tell you all you need to know with a PhotoShop product, but I haven't used GIMP yet. I downloaded it just for kicks, but PS Elements works for what I need. ;D
