Well I thought the Prometheus was said to cost something like 3 Billion dollars to make (I may be wrong about that as I haven't watched season 6 of SG1 for some time) perhaps around the time of Disclosure, but as Earth now has access to the Asgard's Matter Conversion technology and like eliteaceman said, the Tauri get most of the base raw materials to make each ship's parts off world, so most of the budget probably goes towards assembly and design.
The cost has probably been drastically reduced from the early days, perhaps it's now in the upper millions of dollars, but I'd guess no more than 1 to 2 billion by now.

As for the material we get offworld, it's not like we are paying some Unas $10,000 per month for having them mining the naquada. So for those materials we probably pay less than we would pay back here on Earth.
