This is coming from a UK based, non-sport fan BTW. Just so we're clear.
Surely the majority of football matches are all seated, all ticketed? And aren't they assigned seating? And there's also CCTV cameras all over the place to prevent trouble from kicking off?
Ok, assuming that's the case, here's what you do - say someone starts a fight in the stands, the CCTV operator IDs the guy "North stand, row F, seat 19" (or whatever) and notifies the stewards and/or the police. They come along and detain the troublemaker, ejecting him from the stadium if needs be.
His name then goes on a list that is held by the club, of potential troublemakers.
Should he cause any more trouble at a later match, he's automatically ejected from the ground and banned from attending any and all future matches. If he's a member of the supporters club, his membership is revoked, no refunds. If he's a season ticket holder, it's revoked, no refunds.sigpic

Looks like some folks in Great Britain want to try the easy path.
I know nothing of internal British politics, but I'm really not liking some things I see.

Crucially, he took advantage of a rule change that allowed candidates to recruit sympathizers who, for a small fee, could sign up as registered supporters of the Labour Party and gain a vote in the contest.
And a "financial contribution" in order to vote in the party's business? Eeew.
