Yea, i'm not sold on the whole "prison needs to be hell for deterrent" thing. Crime statistics show there's quite a bit less crime, yet we aren't cutting off people's hands.

Not every bedrock is made for that. Studies will have to be performed.
I suggest we convert the moon into a prison -- escaping at least will be harder to do.
