That doesn't even make sense. In NY at least, the urban areas are overwhelmingly Blue, while the surrounding areas are Red.
It's no secret that in general, people who work and earn a comfortable living are more often Republicans, and they move out of the urban areas as soon as they are able to. The folks in the urban area are mostly the young and lower income folks, both of which lean heavily Democratic.
In fact, that's one of the things the urban school districts are always complaining about; they can't tax the people in the surrounding suburbs and they can't get blood from a stone (the people who live in the urban areas)
