                No, that means that the regulation of apartments falls to state or local jurisdictions, not the feds. Such as NY city's rent control laws, local regulations regarding lead content in paint and other standards.

                The Constitution is not written to limit the rights of the people. It was written to limit the power of government.

                Read the 10th amendment. It basically says that if the Constitution doesn't expressly grant a power to the federal government, that power is denied to the fed and left to the states or the people.

                The intent of the Constitution was to limit government, not the people.

                  Yes. Governments can't deny people Equal Protection under the laws. That includes state governments. That applies to all subjects. By your logic, states would still have the power to ban interracial marriage.
