Why would you be surprised? The administration granted a waiver for a law during a time of need. The period of need as far as shipping supplies into the island has apparently passed. From the article:

Much of Puerto Rico is still short on fuel and water, though that is due in part to distribution issues rather than a lack of supplies.

Shipping capacity is no longer the limiting factor. Why shouldn't the waiver expire?

So, it's not "pork" in the bill, which would be a valid argument, it is that some dipstick little man didn't want good red blooded republicans to pay for "lefty" NY/NJ. (even though he was full of garbage)
