Well Saddam did have chemical weapons but no way enough to threaten Europe or the US.
It's funny though because the West didn't seem to do much when he was using them same weapons against Iran.
I think I heard somewhere that the furthest he could deploy them would be Israel and we know if they felt threatened they are more than capable of defending themselves.

What's sad is the West (especially the US) had no problems with him kicking the crap out of Iran for 8 years during the Iran/Iraq War which lasted most of the 80s. They did everything short of giving Iraq US troops, which included giving him chemical weapons (samples of anthrax) and doing what they could to keep Iraq from getting into trouble for using chemical weapons (which includes US bills and UN resolutions). Even supplied him with dual use (I think that's the term) technology, which is basically anything that be used for civilian and military use, knowing that it would be used for military use.
However, once the war was over and he eventually attacked Kuwait, a nation friendly to the US, well that they couldn't tolerate and the Gulf War started.
