Whether or not a primary is open to all or only to registered members of that party is decided by the parties themselves, I think.
I think it's better that you must be registered with the party to vote in the primary. Otherwise, you could easily end up with members of party A voting in the primary for party B in order to torpedo party B's chances if winning the general election. Party A members could organize and vote in party B's primary for someone who doesn't stand a chance in the general election, ensuring that party A wins in Nov.

Or we could just have one primary ballot and the top 3 vote getters go to the general election. That would be my first choice, but I know it's never going to happen.
