Probably a way to prevent the padding of one person's rep by a single other person.

I could equate it to playing tag... with the "no tag-backs rule" You have to tag someone else before you can tag the same person again

You can't come back to the same person until you've repped five other people; I think. There's also a cap on how much red and green you can dole out on a given day. Basically, it's all intended to balance the system and stop people a) pumping each other through the roof or b) splashing around so much rep the system loses meaning.

Of course, the system is pretty meaningless anyway, but such is life.

Do we even know if there is something beyond First Prime? If there is my guess is that 4500 is the point you would get it.
