I don't know. San Francisco's had the same political machine running it despite...well, that's part of why Addy moved to the suburbs. They have now decided there that a needle exchange program isn't good enough. They are planning to open an injection clinic for junkies to go to for their injections so they are certain to not get a disease from sharing needles. Interesting idea, but I wouldn't be surprised if the guy making money off the clinic is an old buddy of the mayor or something like that.
