Why build one when we can just take one from an uninhabited planet or as someone said use the ones we took off baal but it wouldnt matter anyway only one gate can be used, or perhaps some travellers would come through one gate and then through another you would never be able to work out which gate someone was going to come through. I dont mean to be rude but us building our own stargate is just a ridiculous remark.
