It would all depend on the type of attack, say like using dozens of cloaked cargo ships full of naquadah (ridge to explode) position all over Earth might work. That's assuming we haven't found something in the Asgard or Ancient DBs to detected cloaked ships???

The reason they didn't just cloak the planet was because they needed to destroy the hive ship regardless. A ZPM powered hive ship is a threat that they could not tolerate, and they would not tolerate it.
