They gave the Russians a 304 because of something to do with the gate treaty. Besides that, I don't see how any IOU is comparable to a 304. With estimates of twice the size of an aircraft carrier, and many times more complex, the cost has got to be in the tens of billions.

The US in debt to everyone, mostly China, though. If they asked for the money we owe them they could literally bankrupt us. However, they'd shoot themselves in the foot too, since we buy tons and tons of their stuff.

No way the Russians could name a spaceship after a dog, even Laika. Nor could they possibly be so warped as to name their ship after a Nazi scientist like von Braun.

Russians tend to name naval vessels either after famous Russian historical personalities- mainly wartime leaders- or after virtues ("Brave", "Defiant", etc.), or after Russian cities ("Moscow").
