I don't think the LA thinks much of earth. It's only one planet where the stargate and most gate tech is still a secret. The LA have hundreds of planets. A drug (corn) cartel, and all sorts of economies of scale. Enough so that even if every active military personel could fly and had a 302 to fly, they'd probably only take out 5% of the LA before the earth ships were otherwise depleated. Kind of like how the NYPD has more employees than the entire coast guard in the US. And how a single major city like Atlanta has more people than the entire .mil of the .gov for the .us. Not that sheer numbers are any sign of superiority, but they help in terms of delaying tactics and desperate times scenarios.
And then there's that enemy of my enemy is my friend thing. For the Ga'uld and Ori and whatever else. And with certain Allies (Jaffa), they probably have reasons to let earth be. For now anyway. Although with the killing of Kiva and the others, there could be some fallout back on earth.

I'd always assumed that the Ha'taks 'inherited' by the Lucian Alliance were ones that Anubis had upgraded to be Asgard proof like in season 5(?), and that's what leaves them a threat to Earth ships.
But at a guess it's something the Revolution movie would have covered had it been made as originally intended.

It's simply ridiculous that they could. Earth didn't just gradually get to where they are, they got an absolutely massive boost from the Asgard. There's no way the Lucian Alliance could, in a mere few years, gain technological advancements of equal standing without the aid of some very powerful friends, which they do not have.
More to the point, where would they even get access to tech remotely as powerful? The Ancients didn't leave ships around in the Milky Way.

They don't have a Stargate program. They have a crime syndicate. They exploit underdeveloped worlds like the Goa'uld before them. They don't have the resources the SGC does (all the addresses to every world) nor do they have the same kind of expertise. You keep trying to treat them as something they're not.
The Ancients are the pinnacle of technology, and current Earth technology is superior in terms of offense and defense. The Alliance has stolen Goa'uld tech, and nothing else.

They have the resources of multiple planets without the necessity of keeping the program secret like the SGC does. You insist upon underestimating them despite their ability to pull off a connection to Destiny and the further evidence of their Ha'Taks standing up to the Hammond. Obvisously, what they've accomplished is not "impossible". Their ability to pull off a connection to Destiny was entirely stolen. They recreated the Icarus project using Telford's intel. They didn't do the work, and couldn't solve the problem themselves.
The "multiple planets" the Alliance controls are little more than farm worlds for growing kassa from what we've seen. The Icarus recreation was the first decent evidence of planetary research they've ever shown.
To the battle, we don't know the condition of the Hammond at the time, since we never see it use plasma beams. If it had, they'd have lost. Plus, it was a sneak attack.
I'd give them credit if anything they had was done by themselves, but it's not. From start to finish, the only thing they've ever done that was entirely in-house was kassa. The rest is stolen. Human tech is, too, but at least they reverse-engineered it and made their own ships.
