They're alien. Their "try" might look nothing like ours, and the characters in the show would not necessarily recognize it for what it was.
I ultimately agree, this was not an advanced (in the commonly accepted, techno-oriented meaning) race. However, part of the point of this episode is that (g)you can't tell from a few brief interactions whether a species is advanced or not (of course, the Nox demonstrate this even more clearly).

Here's what got stuck in my craw... SGC launches a UAV, allowing them to survey farther than normal foot traffic would provide. They must have figured at some point that a ground vehicle would ultimately be necessary if their intent was to venture out away from the gate. Apparently not - so, there's a 10 mile (16 km) trek that SG-1 has to make on foot to the UAV's crashsite. They arrive without incident, not the least bit weary, sweaty, or dirty. Then they have to locate the UAV, find the village, watch the villagers drop, go back to the gate (10 more miles), get Frasier, who dresses in MOPP4 (more or less), and then trudges, with her team, AND CRATES, 10 miles back to the original village. If there was ever a need for a jeep, I would say that that was probably the episode that could have used it. Something customized - made to the specs of the gate, with trailer and hitch.

In real life they probably didn't have the budget to afford a jeep/ custom vehicle that wouldn't have been used every episode. As for in the show itself... maybe general Hammond forgot to make room for vehicles in the sgc's first year budget and after that decided not to bother, because all that long marching probably did wonders for the sgc personal's health and it wouldn't do have a chubby sg team....
