If what Daniel mentioned in the episode is true and the meeting place did have meaning of life stuff in it then surely the alliance isn't just about sharing technology but also culture and philosophy and other things like that. If that is the case then the ancients appearing as humans to talk to us wouldn't be interfering, maybe walking the line but not doing enough to cross it.
Considering the Nox are pacifists in the extreme, death and destruction is probably the worst thing you can do whilst trying to get in.
I think there aren't a set string of tests but more some general points on which you are considered, such as your society, tech level etc but i would have also though that each race would be looking for something different and only when all of the four races accept you as an equal do you get in.

The "good" parts isn't even close of outweighing the bad parts.
I can't find a single reason why we should be accepted as the fifth race.
Our science isn't evolved enough.
Our political systems are corrupt.
Our society is shattered.
People die because of other peoples greed.
We use superstition to justify massmurder.
We care more about Paris Hilton's new boyfriend than poverty.
99.999% of the world doesn't even know about the SGC.
And now to the "good" sides:
We've managed to use random ancient technology to solve some problems.
We've goa'uld:ed our way to advanced tech(stealing, copying etc.)
We've managed to get a few allies that for the moment we can use to our benefit.

Ancients have crime (oma, merlin, etc) and they DEFINATLY dont all get along (ori anyone)
