What they did was basically the same thing they did in A Matter of Time. The Pegasus gate was the outgoing gate, the bomb caused the other end of the wormhole to jump, just like Matter of Time. They stated in that episode that the wormhole jumped to another planet (ie, not the black hole planet) and at that point they were able to shut down the SGC gate normally (as they were no longer connected to a black hole). Another thing that they didn't outright state in Pegasus Project is that *both* gates had black holes near them. The Supergate had to have a black hole near it to function due to the power requirements...they just didn't show it on screen.

no...The Supergate is powered by a singularity it absorbs it. Disruptings the connecton between the chevrons causes the explosion in GateHead and that formed the blackhole.

"Their victims knew no peace until the Ori came and whispered to them"Sleep for the end draws near"and on that day all will rejoice when the Ori come and lay them low. "

It absorbs the blackhole! Is that even possible?

            Ehm no.

If the Pegasus gate was outgoing, then how did they dial the gate in the Milky Way?

Both the gates used were Milky Way gates, if that's what you're getting at.

The whole idea of this episode, was Carter wanting to try to reproduce the "paradox" effect seen in "A Matter of Time" so as to permanently block the Supergate.

According to gate physics, the wormhole can only be kept open for 38 ish minutes power permitting, without the use of other kinds of technology such as the weapon Anubis used.

The blackhole scenario provided the only power source that would be capable of powering initially the first Stargate to connect to MW and then consequently the Supergate.

Why would it matter which one is the outgoing gate? You have 2 gates connecting each other, and the explosion forces one end to leap to the nearest gate, which would be the supergate in that instance. In A Matter of Time they had to move the wormhole from one gate to another, and since we happen to be on this end, that's how we did it. Which side you're on or which one dialed out shouldn't factor into the equation.
