Funnily enough...Saturday night I attended my cousins surprise 40th birthday party at a little bar. It didn't have hats and party poppers or things like that. It was just a gathering of family and friends and there were some helium-filled balloons on the tables, cake (of course ), and a buffet. That's the kind of thing I imagine Sam would do.

Although, I think it would also depend on what season. Early on in SG1, Sam was portrayed as being quite socially inept (for lack of a better phrase). I don't think she'd know what people would enjoy as a relaxing night out. Her way of relaxing was quite introspective, so I don't think she'd find it easy to think outside of that box in order to organise for someone else.
Around season 4ish, I can see her being a little more relaxed with the idea. I think you'd see her plan a relaxed meal out at the steak house, or a relaxed barbecue, perhaps beers and a pizza, depending on who it was and the occasion. Nothing huge, fairly informal.
Towards the end of SG1, you can see that Sam is far more outgoing, she has personal relationships outside the SGC and I think she'd be more adventurous in terms of party planning as well. She'd be less about the casual, and more about suiting the individual. For example, if asked to plan a party for Vala, I think she WOULD pull out all the stops with balloons and poppers and hats, because that's obviously what Vala expects from a Tau'ri party.
Anyway, on the subject of birthdays....

I always thought both young and experienced Sam would be fun to hang out with. Just because you are serious at work doesn't mean you are serious all the time. There are lots of instances where we see Sam teasing others and joking around.
I would suspect Sam would ascribe to the 'Work hard. Play hard. Sleep hard.' theory. If any of the three was lacking with Sam, I would say it is 'sleep hard'.
For birthdays, I could see Sam playing tricks and pranks on very close friends and giving others the type of party they seemed to want. IMO, she's shown an astuteness toward her staff's personality types on Atlantis. She treats them each differently, depending on who they are.
Case in point: Rodney, who's abrasive, she treats more firmly, but she treats Zelenka, who's more timid, more gently. I could see Rodney's party being over the top and making fun of him, while Zelenka's would be a calmer affair.

Younger Sam would've thrown the bigger party, to over-compensate, perhaps, because she didn't know what else to do.

In the good news category, Movie Central in Canada has confirmed it will be showing Sanctuary. I guess I'll keep that upgraded cable subscription to watch it and Carter's several guest appearances on Atlantis.
