Also, in Season 3, Hathor was willing to make Jack into a Goauld, and she didn't seem worried despite already having two Goauld working for her already.
hathor was a queen so she could be sure of their loyalty. the goa'uld population wasnt growing because the system lords were killing and eating symbiotes so they couldnt oppose them. they were afraid of there being too many lesser goa'uld plotting against them

But if the goauld population is increasing exponentially for over 5000 years, there must be quite a lot of them.

The system that was taken over by sokar was industrialized.

the jaffa carrry billions of sybiotes but the sybiotes die with the jaffa, because they are at war all the time. also the goauld use transport/ cargo SHIPs and crates to move their supplys about not lorries. the world sokar took over was industrialised by humans and then by jaffa, then by kull warriors and anubise/ baals queen production line. this mean that who ever live on that world must have a goauld in them, becuase the queens cannot just keep churning out symbiote without host or jaffa avalable; with the jaffa rebellion screwing the old system up it must mean that the world we saw is inhabited by kulls or goauld.

Except she didnt have two goa'uld working for her. One was a Jaffa pretending to be human and the other was a Tokra pretending to be a Jaffa who was playing a human. Hathor addressed them as Jaffa and was shocked when the Tokra revealed her true identity.

Perhaps what you saw were ships patroling the skies.

I do remember both Ba'als planet and Sokars and to be honest don't have a real explanation as to what they were.

But I agree that the Goa'uld would never allow a race to advance that far.

The Jaffa have to get around somehow... Just because Chulak and other small Goa'uld planets look primitive doesn't mean they are all similar. It would make sense that the Goa'uld would have main planets where culture and industry would be similar to that of Earth.
