Jack was about to say something to the Driver of the bus. But Carter Interupts and says you can do that or it will change his future. Was that guy part of the Stargate program or was he just some random guy? and if he was part of the SGC can you tell me who he is cause I dont remember him.

I believe the hippie guy on the bus just said that he and his hippie-girlfriend were leaving the country because he got drafted. Jack being an honorable military man, but no-doubt not a fan of Vietnam considering his politics, surely had a lot to say, either for or against his leaving the country, we may never know.
