Duh! The answer is two-fold…
1) Having never had long hair, he wouldn’t know how to brush it
and
2) It would hide both his ‘cookie’ and his muscle crease in the back of his neck and he would lose the scary looking guy advantage when facing enemies.

a) There's enough gene-pool confusion with Mitchell and Jackson without adding Carter and Shep to the mix.
