We've never actually been "at war", technically.

And what do you want them to do? The stargate is a whopping 30 ft or so in diameter; what else can they use? Up to season 6 we didn't have the ships to do anything else, and, in case you've missed it, now that we do have them, we use them for most military operations.

also an episode with the ALPHA SITE showed small vehicles there, pre X303

also the episode "duet" they had vehicles when they were clearing the wreckage.....

Seriously though, when have we ever really "attacked" anyone? We're always defending or making a simple raid.

True, but in episodes like the one where they're trying to get SG1 back from Hathor, a MALP with a 50. or some sort of vehicle would have been handy. Or to defend gates, like in the start of 'Lost City'.
