"1991" by Starbuck92 is really good IMHO! It can be found at http://www.shahrazad.net/~sgnovels/stories1/1991.txt
I will warn you it is rated R. It's about Sam's days in the Persian Gulf War.

Also at http://www.fanfiction.net/c2/1066/0/1/ there is an entire community of Carter based Fic. I'm not sure how many of them are about her days before SG-1, but it might be worth a try.
