They could do that provided they have written orders with them allowing them to do so.
More likely is that in planning for this op is that they will have a means in place should they need support including weapons such as the written orders above.
Yup, safe houses would be pre established as they are on a sanctioned op.
Non-sanctioned or surprise situation may have this scenario.
What you may want to do is have a look at NY gun laws (which are pretty strict), they may be better off going to a gun dealer.

Ok, to clarify - it's an unsanctioned mission (the one that's "So far off the books, the library hasn't been built yet.").
They're just discreetly looking into a couple of things on behalf of Gen. O'Neill (who can't be seen to take a personal interest in the matter), when things go tits up.

Ok, so if they cannot blow their cover (which I assume is where you are going here to an extent), getting a gun without leaving a paper trail of some description would be somewhat problematic in NY due to their higher than normal gun laws. Must your setting be in NY?

The only thing I can think of then is...black market. Firearms black market sales are highest in location with strict laws so it's the perfect way to get some off the books. You just need a way for them to know where and how. Do they have any NID friends they can call on, like when Barrett showed Carter in Smoke&Mirrors? Maybe they call someone they trust in the NID or another agency or maybe one of them has already worked with an agency and knows where to look.

That's a distinct possibility, yeah.
Hmm, there's an idea for a future plot point. My characters manage to procure a couple of Black Market pistols, but discover that the dealer also has some military grade hardware that he shouldn't have...

Then I guess, it would just be a matter of who has the better chance, the best magic and quicker response. Dagger doesn't mean the person wielding has less of a chance of winning the combat, than the one with the sword.

But couldn't the person with the daggers get closer?
No, that would bring them all the more closer to the sword. They would have to get closer if they wanted to wound the opposite party, but they also have magic at hand so I'm assuming they could just as easily hurt by magic spell.
