Speaking, as we were, of songs. When writing background for a continuing OC, would you go so far as to pick a song that you feel would be ideal as the first dance at their wedding?

Might would - if I thought it would come up somehow in the story. There's a lot of hullabaloo out there about character creation. You're "supposed" to figure out all the little details and facets of their lives. That's great if that's how you work. But sometimes just having an idea of who the character is is enough when you first start writing. As you put them in new situations they start to become more and more three dimensional.
So, yes, if I thought that particular bit of info would be helpful. No in the other 99.8% of situations.
At the moment it's a tie between "I've Got You Under My Skin" by Frank Sinatra, or The Ramones cover version of "Baby I Love You".

Quick question: does anyone know if there's a standard item of clothing, like a top, for women to wear under their blouse (when wearing dress blues)? Considering the thing is white-ish I figured many women might prefer to have something underneath it, but a quick Google search doesn't yield any results.

Page 81 (in the .pdf viewer; page 80 if you're looking at the printed page numbers) of this document mentions only a white t-shirt.

I thought it was shortly after Disclosure but various sources point to season 9... but there were issues with the SGC and/or its budget before then, so who, besides the JCS and POTUS, was the opposing party if not the IOA?

I would go further and suggest a moisture wicking t-shirt from the likes of Under Armour.

During the first few years it was Kinsey and the Appropriations Committee. As far as the IOA question, I have no idea.
