Sometimes they advertise because they have to by law, even if they have already picked who they want. I missed a lab tech job because they had already decided who would get before they advertised, even though I was told I gave the best interview.

to see what kind of response they get. They also need to advertise to show that they are not showing favoritism and all that. If they just hire a friend, then someone can call foul... but if they advertise and interview then they can say that everyone had a fair shot at the job and this person, who happens to know someone, is still the best candidate.

Not saying that is what happened though, but I wouldn't assume it was you. Sounds like you would have made a good addition.
