You could shoot it in Black and White if you wanted too... Some ways of cutting budget can actually increase appeal as it can make something like this stylized. It really depends on what kind of talent you have at your disposal, and what kind of budget you ultimatly get.

More light-hearted violence is easier to do simply because you need to show less.
