INT. Time Agent Academy
An impatient instructor is strutting his stuff in front of his students - a small room full of self assured, egotistical, well groomed men and women.
He has taken exception to one particular student, and keeps circling back to him.
LATER, After the briefing...
The Instructor approaches the Student...
INT. Project Omega Briefing
A small specialised group including Jack sit in a similar briefing room, watching the screen as the Instructor clues them in on their special mission...
One of the other agents, a girl with curly hair, sits up and addresses the Instructor.
...
The team then enter the behind the scenes of Remembrance of the Daleks, attempting to keep out of the way, but to reprogram the Hand of Omega after it is handed to the Daleks... Until, the 7th Doctor catches on, and confronts the 11th... the 11th trying to convince the 7th that his actions would commence the Great Time War, which would destroy the Time Lords forever... however after discussion, he realises that the only choice is indeed to do as the 7th Doctor had planned after all... and so they must re-set the Hand again before it is set to task by Davros.
If it worked for The Trouble with Tribbles... :}
Ok, just one of those ideas that comes to me...

Yes, but it is an established fact that the Time Lords
made the first strike in the Time War.
STUDENT
But it doesn't make sense. For eons the Time Lords knew
about the Daleks, and did nothing.
INSTRUCTOR
That was what the Time Lords were famous for.
STUDENT
But why then - why suddenly go on the attack.
INSTRUCTOR
A good question, not a new question. The Daleks were
going to become the dominant life form. Something had to be done.
STUDENT
But why at that point?
INSTRUCTOR
They used their ultimate weapon.
STUDENT
Ultimately weapon. (scoffs) Yes, they sent -
INSTRUCTOR
The ultimately weapon (emphasises the ambiguity)
STUDENT
And he loosed hell on the Universe.
INSTRUCTOR
I'm sure he didn't mean it... he just used to get a
bit carried away...

than when in this incarnation.

became known as a God killer, but destroyed pretty much
every Mondasian Cyberman in our Universe.

And tricked Davros into destroying Skaro.
