Lalla always was my favourite... possibly only due to her being the one I remembered as a kid... (think I only saw The Key to Time circa 1990... whereas I knew RII probably from original airings in Oz when I would have been about 4)

If based on looks alone, then I'd have to say Mary Tamm.
But I go by character development, and I feel that Lalla Ward made the more likeable Romana.Teselecta: "Silence will fall when the question is asked."

I think like Star Trek, there's long been talk of a Doctor Who "academy" series...
It's notable that after Mary left, she did plenty of other acting gigs... same can't be said for Lalla.
