That had already been established and reinforced a long time before Mawdryn Undead rolled along back in 1976's The Deadly Assassin in which it was introduced. I didn't feel that it was a fact that needed repeating.

Well here's something I'd like to say to Whoniverse fans...there is absolutely nothing to suggest that the 13 lives limit rule is even still around post-Time War any more so those "era fans" as you call them don't need to worry about it right now. In The Sarah Jane Adventures story Death of the Doctor, the Doctor would have said he could only regenerate 12 times instead of "507" as he told Clyde Langer. Given the Doctor is on his eleventh incarnation and dangerously close to the end of the lives limit mentioned in 1976's The Deadly Assassin, 507 is a much healthier number of regenerations and, personally, is a number I much more prefer as it bestows a longer life for our favourite Time Lord. Given a Time War was being fought, it makes sense that the Time Lords would increase their races number of regenerations anyway to see such a war won. So any rules such as the 13 lives limit mentioned prior to the Time Lords war with the Daleks could now very well be moot.
