V ~ Victorian era - It was in the Victorian era (the year 1879 to be precise) that the Torchwood Institute was set up by Queen Victoria (as seen at the conclusion of the 2006 story Tooth and Claw). After leaving Satellite 5 and the year 200,100 following the events of the 2005 series' 2-part finale Bad Wolf, Captain Jack Harkness used his Vortex Manipulator to head for Cardiff in the 21st century Earth to meet up with the Doctor but accidentally ended up in the the year 1869 (events mentioned in the 2007 story Utopia). In 1899, Jack came to the attention of the Torchwood Institute and was offered employment. He initially turned the offer down but after being told his fortune and learning he wouldn't see the Doctor for a century, Jack changed his mind and took the job (as seen in the Torchwood episode Fragments).
