Season 3 has supposedly been confirmed by Barrowman's book. Additionally, the guy from Buffy (I didn't watch it), Masterson I believe, has confirmed that he will be back next year, so Season 3 looks good.
Barrowman has also said that he is willing to stay for several years or as long as the show will have him, so I don't see him leaving or letting anyone reduce him to a reoccuring role, which isn't going to happen.
I, too, keep hearing that Martha is replacing Owen, which does make sense, but I've also heard that Mickey (yes, Rose's Mickey) will likely replace Tosh.
Noel Clarke has hinted at possible appearances in Torchwood, which make sense since his character is a computer hacker.
If these rumors are true, the BBC can't announce Season 3 of Torchwood yet without giving away at least a small part of the end of Series 4 Who.
I wouldn't fret. Torchwood will be back.

Per rumoured cast changes...
Spoiler:Martha doesn't have the raw, gutsy, no nonsense attitude for Torchwood, but at least her skill is half-way believable. Unlike the case of Mickey, I think I'd rather gouge my eyes out with a teaspoon than see that girl join Torchwood. They might as well give Donna Noble or Jackie Tyler a job there! Hacker does not mean technical specialist. And as for the show going PG... lame lame lame!sigpic

I really highly doubt that they will go PG. They have a PG show and that is DW. Torchwood has been created with an adult audience in mind and what is the sense of downgrading the show to something milder. They must know that many people would stop watching. I'll have more to say about "Torchwood" next week, as the show heads into the closing episodes of its bracing second season.
But I just wanted to alert casual viewers of the show to the fact that the next two episodes of "Torchwood" are particularly excellent and very much worth checking out.
The April 12 episode, in which we learn a lot more about how all the team members joined the Torchwood organization, is one of my all-time favorite outings. And don't forget, the season finale on April 19 features the return of James Marsters as Captain John Hart, Captain Jack's frenemy/nemesis/ex-whatever. I haven't seen that episode yet but I'm very keen to see what saucy chaos occurs in the finale.
