There are a lot of allagories going on here. Iraqi, world war II, hell... they're doing a damn good pass at the Book of Judith from the bible too.

I doubt they're thinking something quite as literal or direct, but it's almost certainly an attempt to allow viewers to understand why 'they' use suicide bombers.
