    He's making up a new language. A more "realistic" one, if that word can be applied to dragons... He's going by what he thinks they could actually pronounce with the way their mouths, tongues and teeth are. Having them speak English isn't realistic because their mouths aren't shaped anything like ours. I have no idea what "Dragonese" is like, since I haven't read those books or seen the movie.
